1001: Toll Free verification rejection - Opt-in must be optional, not required

Description
Your Toll-Free number verification was reviewed and rejected, and messaging from this Toll-Free number is blocked until verification is approved.
Toll-Free verification is required to ensure A2P SMS messaging complies with carrier and regulatory standards. During the review process, the business sending the messages is evaluated (not the software), including the messaging use case, sample message content, website presence, opt-in and consent methods, and related terms and privacy policies.
Possible Causes
This rejection occurs when messaging consent is required in order for a user to complete an unrelated action, such as:
- Creating an account
- Making a purchase
- Accessing services
- Completing a registration or form
Carriers require that SMS consent be optional and not a condition of service.
Possible Solutions
To resolve this issue:
- Update forms so users can complete the primary action without opting in to messaging
- Clearly state that SMS consent is optional and separate from the main service
- Use clear opt-in language such as: “Would you also like to receive text messages?”
- Ensure users can decline SMS messaging and still successfully complete their intended action
